Does this apply to Units stealing Gigs through effects outside of attacking?
Yes.
If I use Take Control on a rival Unit that would normally steal 1 Gig but is equipped with Gorilla Arms, how many Gigs does it actually steal?
0 Gigs. Take Control's effect prevents the rival Unit from stealing a Gig, which means Gorilla Arms does not activate.
